Study into discrimination mechanisms regarding sexual orientation at work.
Abstract
GLB's (gay men, lesbians and bisexuals) are a stigmatised minority within a heterodominant society. Up until now, this minority is confronted with several forms of discrimination. Furthermore, the anticipating behaviour of GLB's towards discrimination might result in the concealment of their sexual identity. This means that an unknown part of the GLB community remains invisible. These socio-cultural and individual elements might influence the labour market position of GLB's. In this study we investigate how GLB discrimination, the lack of a traditional relationship model for GLB's, the making of non gender stereotypical choices by GLB's (choosing to work in typically male oriented job or female oriented job), the acquisition of different abilities during educational trajectories by GLB's, influences their labour market position. We will measure this by mapping wage gaps, sector segregation, and glass (or 'pink) ceilings. Using an online survey and a case control study we will compare 900 GLB's with 900 heterosexuals.Researcher(s)

The "borders" of the National Welfare State ? The case of Women Migrants.
Abstract
This research project concerns the issue of the borders of national welfare states in the light of immigration, and more specifically female immigration. The legal issue pertains to the way the welfare state limits of guarantees the attribution of social rights to different types of non-EU immigrants. The question refers to the challenge that international migration poses to the organization as well as the conceptual borders of national welfare states. More specifically I aim to examine how the factual situation of female immigrants is determined by gender-neutral immigration legislation and social legislation, and to what degree law creates or exacerbates dependency and poverty.Researcher(s)

Abstract
In this project, we intend to study empirically how-given the high dependency rate (and thus cost) in social security, low labour market anticipation (esp. among the low skilled) and relatively high (net) minimum wages - the public and private markets for (child)care services can be expanded within existing budgetary restrictions and with maintenance (or improvement) of minimum incomes from work and benefits.Researcher(s)

EQUAL-project : Innovative care
Grey Market and Derived Rights : The Position of Care Labour in Social Security.
Abstract
The Belgian social security system covers care labour in and outside the family only indirectly and in a limited way. Outside of the family sphere these care functions can be qualified as `grey market' positions, as they are usually not paid or only in a limited way and offer no or only limited entitlements to the social security system. Social security provides protection for care labour inside and outside the family via the system of `derived rights'. Derived rights guarantee social protection for persons who do not have proper social security rights on the basis of paid labour, and originate from kinship with a person who does paid labour. These derived rights undoubtedly contributed to the adequacy of the social security system, however the system is under pressure for several reasons. It is deemed insufficient, discriminatory and anti-emancipatory. Also, the derived rights are criticised for their only indirect coverage of unpaid or slightly paid care labour. The project wants to research how and to what degree social security can recognise a larger notion of `labour', by directly compensating care labour and by individualising the derived rights. The `grey market' positions deserve special attention, as they already express a re-construction of care labour outside the family, however without adequate protection within the social security system. Next to the Belgian social security system, research will be undertaken regarding social security in the Netherlands, France, Sweden and the United States.Researcher(s)

The social rule of law as a beacon against reform in the welfare state.
Abstract
Modern social security is an essential part of the rule of law. Current demographic and socio-economic development, as well as increasing financial problems, make reform in the welfare state necessary. We can ask ourselves if a fundamental right or principle exists that makes part of the social security system unchangeable. Finally it must be examined whether the essence of the social welfare state can be constitutionalized.Researcher(s)

Analysis of the feasibility and possible implementation of Interface activities UIA.
Abstract
In the near future, the image society has of a university, will not only be generated by its quality of education and research activities, but also by its relation with the local industry and the regional economical structures. Like most Flemish universities, the University of Antwerp has developed its own interface with industry: the University & Business Centre Antwerp (UBCA) . Before starting with the further development of this interface it is necessary for the UA to plan its future activities. It must take a closer look at the principles of contractual research tor companies, and more specifically examine its own vision on regulations concerning intellectual property and oath of secrecy. The intellectual property in the first place and finding channels for its commercialisation are a main concern. The importance of the interface UA as well as its interaction with existing activities have to be situated in view of recent policy formulations. In other words, researchers and the research policy of the university, the interfaces (UBCA and GOM Antwerp) and private enterprises in the province of Antwerp and surroundings must all be taken into account.Researcher(s)

Extending social protection to those least covered and not covered in South Africa : a constitutional and comparative enquiry into innovative and alternative models of protection.
Abstract
The project aims at investigating and suggesting innovative and alternative models of extanding social security coverage to categories of people least covered and not covered in South Africa. In this research project the following categories of persons least covered or not covered in terms of the present social security system in South Africa will be given primary attention, viz the rural and informal sector, the aged, those in need of legal aid, and the partially and totally disabled as a result of employment injury. The research project will identify the present social security arrangements targeted at the categories mentioned above; identify the social risks facing theses categories of people; propose measures that can be taken to deal with the social problems faced by them, including in particular long-term benefits; explore possible innovative and alternative ways of financing, sustaining and augmenting these benefits; identify administrative structures that may be put in place to administer a social security system, particularly in the rural areas; and identify existing traditional social security structures that are already in place, especially those that are founded in customary practices of the people and suggest ways and means in which these measures, structures and institutions can be strengthened and integrated into the national social security system. The applicability of intergenerational and other forms of social solidarity, the redistribution of income and the integration of community-based service s as means to extending social security protection to the said categories will be addressed in particular.Researcher(s)

The implication of defederalizing cost-compensatory measures on welfare provisions, especially family benefits, for administrative and constitutional law.
Abstract
Family policy currently falls under the jurisdiction of the Communities. A branch of social security, family benefits are presently administered by the federal state. Aiming to provide a more coherent/ family policy, the Flemish Community had decided to transfer family benefits to the Communities. This study will examine how the transfer should be achieved. The current system, where employers pay the lion's share of contributions, has to be reformed. It will focus on the distributies of competence, enforcement of the principle of residence, provisions for residents in Brussels, alternative funding and organisation. The experience other countries have in this area will be drawn on. A draft decree will be submitted on the basis of the conclusions of the research.Researcher(s)

'The new social question'
Abstract
From an intellectual perspective , indications for the developments summed up above are still not connected. THE IUAP aims at the production of a coherent set of answers to the following questions: To what extent is there an interrelationship between the socioeconomic polarisation on the educational dimension; the limits of the present social protection arrangements; the emergence of the new ideological and political cleavages; the policies that are currently being pursed and the developments of policy utopias? Are the current social problems really substantially different from the problems in the past to speak of a new social question? Why are the instruments of the welfare state powerless with regard to the (new) social dividing lines? How should the re-orientation of the care schemes be envisages? What part can the old and new , social and political movements play in the re-orientation of the welfare state?Researcher(s)
