Professor Michal Krumer-Nevo vertelt op een gedreven manier over ‘Armoedebewust Sociaal werk’. Vanuit een denken over sociale rechtvaardigheid, ziet ze armoede als een schending van mensenrechten en van waardigheid en roept ze sociaal werkers op om partners te worden in de strijd tegen armoede, die de betrokkenen dagelijks voeren. Sinds het Israëlische Ministerie van Welzijn het Armoedebewust Paradigma (PAP) als leidend model voor de sociale werkpraktijk aannam, heeft het een verrassend warm onthaal gekregen in sociale diensten over het hele land en is de implementatie ervan uitgebreid naar de gezondheidszorg, justitie en onderwijs. In de lezing presenteert Krumer-Nevo de theoretische premissen van het PAP, het gedetailleerde praktijkkader en het organisatiemodel. Ze pleit ook voor de ontwikkeling van kritische reflectie bij professionals om weerstand te bieden aan neoliberale ideologische spanningen.

In this lecture, I will describe the development of the Poverty-Aware Paradigm (PAP) in Israel with the aim of opening a discussion about its relevance for the Belgium context. The PAP is a critical framework that focuses on poverty as a central axis in the analysis of power relations between service users and social workers. Since 2015, when the Israeli Welfare Ministry adopted the PAP as a leading model for social work practice in the social service departments all over the country, the paradigm has had a surprisingly warm reception, and its implementation has been extended to the health and justice systems. In the lecture, I will present the theoretical premises of the PAP, its detailed framework of practice and its organizational model. I will also refer to the centrality of developing critical reflectivity among professionals in order to resist neoliberal ideological strains.

Michal Krumer-Nevo is Professor at the Spitzer Department of Social Work and the David and Dorothy Schwartzman Chair in Development Community, Ben-Gurion University of the Negev, Israel. Her research focuses on poverty from a social justice approach. She has developed the Poverty-Awareness Paradigm – a comprehensive set of theoretical, ethical and practical principles that is based on conceptualizing poverty as a violation of human rights and on recognizing the on-going struggle of people to eradicate poverty.

Krumer-Nevo’s work has been awarded various prizes, the latest being the Best Book Award by the (American) Society for Social Work and Research, for Radical Hope: Poverty Aware Practice for Social Work (2020, Policy Press).
