An analysis of influence of evaluation in the context of Social-Economic Development Plan (SEDP) implementation in Vietnam : the case of Hai Lang district, Quang Tri province

The concern for lack of use of evaluation in decision making in the late 1960s in the US stimulated evaluation researchers to seek a better understanding of evaluation. Over time, evaluation researchers have identified five types of evaluation use and thirteen factors affecting evaluation use. Since the late 1990s, 'evaluation influence' has increasingly been used as a broader concept than 'evaluation use'. Two milestones that mark the development of research on evaluation influence include (1) Integrated Model of Influence (Kirkhart, 2000) and (2) Theory of Evaluation Influence (Mark and Henry, 2004).

In Vietnam, there is nowadays an increasing interest in evaluation as it is expected to increase accountability and feed into evidence-based learning and policy-making. However, evaluation research and in particular studies that look into evaluation use & influence is still largely lacking. Based on these observations, we have focused our research on “An analysis of influence of evaluation in the context of Social-Economic Development Plan (SEDP) implementation in Vietnam: the case of Hai Lang district, Quang Tri province”, with the following two research questions:

  • What are the factors which affect evaluation influence at district and commune levels of Hai Lang district?
  • How do the identified factors impact on the evaluation influence at district and commune levels of Hai Lang district?

A study on evaluation influence, especially in the context of the socio-economic development plan (SEDP) implementation in Hai Lang district of Quang Tri province is particularly useful from the perspective of policy makers who deal with public administration and management. Besides, the aim is also to contribute to the expansion of empirical studies’ base and evidence in and on the Vietnamese public sector.

The objectives of this seminar is to (1) present the major research progress including literature review, research setting, research design and methodology, findings of the first quantitative phase and preliminary thoughts for the qualitative phase; and (2) initiate a discussion on the qualitative phase to obtain feedback and insights for this phase of the research process.
