How can you convince local governments to achieve policy objectives, when there are no compensations or subsidies to give?
The Flemish Government’s various regulatory and financial policy instruments are severely curtailed by the new municipal decree. It is therefore crucial to move towards good cooperation between the Flemish and local government.
This kind of policy steering is not the simplest, but will be the most enriching and motivating method to achieve common policy goals. This report provides a practical sample of methods of non-financial and non-regulatory policy steering. We focus on the advantages and disadvantages of a number of methods that can be used in order to develop policy.
