Evaluation of intermediate government structures. 01/07/2025 - 30/06/2026

Abstract

The "Intermediate Structures" project is an evaluation study commissioned by the "Agentschap voor Binnenlands Bestuur" (ABB) of the Flemish Government on the intermediate structures within the Flemish supra-local cooperation landscape. The main objective is to analyze the current complex and overlapping governance structures and formulate substantiated recommendations for a more coherent, transparent, and efficient administrative landscape. The research is being conducted by an interdisciplinary consortium consisting of the University of Antwerp (coordinator), KU Leuven, and Hasselt University. The research consists of a cartographic analysis, a document analysis of research reports and committee proceedings, a global comparative analysis with the Netherlands, a legal analysis of the cooperation structures, and a survey and case studies/focus groups of the supra-local structures.
