Abstract

This PhD project explores how knowledge interfaces between experts, policymakers, and citizens enhance governance robustness in crisis. Integrating crisis governance and knowledge management literature, it addresses gaps in understanding information asymmetry and joint sense-making during crises. The concept of societal intelligence—decision-making informed by diverse knowledge—is central. The research analyzes interfaces like expert committees and citizen panels across nine European countries and the EU, using qualitative methods and data from the Horizon Europe ROBUST project. It aims to contribute theoretical advancements and practical insights for designing effective knowledge interfaces,and resilient and innovative governance systems.
