Study on the policy proposals regarding medical operational support and occupational medicine within the framework of the strategic vision of Defence. 15/03/2017 - 31/12/2017

Abstract

This study is part of the audit 'Medical operational support and occupational medicine' that was conducted at the request of the Minister of Defence, as part of the 'Strategic Vision for Defence'. The audit consists of two parts – the medical operational support on the one hand (including the military hospital) and the organization of occupational medicine on the other – and nine research questions. In order to provide a substantiated answer to all questions, a multidisciplinary study is required. The legal questions are the following:  Evaluation of the proposal to rationalize and optimize occupational medicine within Defence, through a broader co-operation with internal and external partners (such as IDPBW (Internal Department for Prevention and Protection at Work), EDPBW (External Department for Prevention and Protection at Work), other Federal Public Service Departments, …), with the purpose to ensure qualitative occupational medicine in a more cost efficient manner, adapted to the operational needs of Defence and taking into account the specific characteristics of the military profession.  Determining the legal adjustments that are required to realize the proposals regarding rationalization.

Abstract

This project explores the democratic and workable content of innovation in the organization of work (IAO) at the level of the company. IAO stands for changes in tasks and responsibilities of workers in order to stimulate the performance of companies and the workability of workers. It is seen as a means to strengthen the competitive position of companies. The theory also deals with active jobs for workers. More autonomy in self-directed teams of diverse make-up is a landmark of active jobs. IAO provides information and consultation and sees to the workability of workers in theory. The ESF project organizes focus groups with union representatives of various public and private organizations. The aim is to test the theoretical concept of IAO to the reality of workers in companies. In practice, both components, democratic as well as workable work, are hard to fulfill. Although job stewards see the possibilities of more participation, involvement, respect over hierarchies, solidarity, working together in team, new tasks and opportunities for low-skilled workers, education, employment opportunities, positive impact on older workers, in reality they are confronted with a lack of transparency and clear agreements, increasing work pressure, uncertainty, no clear difference between IAO and restructuring, competition between teams, social pressure between colleagues, variable wages, problems with the situation of short-term and precarious workers, more work for less people, loss of simple jobs, higher demands for recruitment, less employment possibilities, pressure on less performing colleagues, less possibilities for disadvantaged groups. The project aims to help job stewards in recognizing an IAO initiative at the workplace, in analyzing the situation according to workers and employers interests and in strategies to strengthen the democratic, workable components with respect of diversity.

              Abstract

              The globalisation and Europeanisation of economic relations is generating a liberalised labour market. Cross-border sub-contracting pyramids have been created using EU legislation, particularly on the free movement of services. When such sub-contracting pyramids mask false self-employment, they seriously undermine social corrections to the free labour market. The research seeks to obtain a better legal insight into these mechanisms to submit effective legal remedies to policy makers.

                      Abstract

                      The aim of this project lies in the identification of the contemporary career transitions and the determining factors of those transitions. In contrast with the traditional straightforward career, the new career is characterised by the sequence of job opportunities in several organisations and the connection with other domains in life. The thorough knowledge of the restrictive and facilitating elements of a career is important for both scientists and policymakers. This project consists of two phases. In the first phase nine waves of PSBH-data (1992-2000) will be analysed from the viewpoint of the sociology of labour. This will result in a general overview of the career transitions of the respondents. The second phase is made up of two components. The determining factors of the professional career on the business and the socio-juridical level are being examined. This process will result in the rethinking of the societal and juridical concept of a career.
