Abstract

Inland Waterborne Transport (IWT) advantages as low-energy and low CO2 emitting transport mode are not fully exploited today due to gaps in the logistics system. Inland container vessels pay 6-8 calls at seaport terminals with long waiting times. More time is lost by sub-optimal navigation on rivers and waiting at bridges and locks. In addition, low load factors of containers and vessels impact the logistics systems with unnecessary high numbers of containers being transported and trips being made. NOVIMOVE strategy is to "condense" the logistics system by improving container load factors and by reducing waiting times in seaports, by improved river voyage planning and execution, and by facilitating smooth passages through bridges and locks. NOVIMOVE's innovations are: (1) cargo reconstruction to raise container load factors, (2) mobile terminals feeding inland barges, (3) smart river navigation by merging satellite (Galileo) and real time river water depths data, (4) smooth passage through bridges/locks by dynamic scheduling system for better corridor management along the TEN-T Rhine-Alpine (R-A) route, (5) concepts for innovative vessels that can adapt to low water condition while maintaining a full payload, and (6) close cooperation with logistic stakeholders, ports and water authorities along the R-A route: Antwerp, Rotterdam, Duisburg, Basel. NOVIMOVE technology developments will be demonstrated by virtual simulation, scaled model tests and full-scale demonstrations. NOVIMOVE innovations will impact the quantity of freight moved by IWT along the R-A corridor by 30% with respect to 2010 baseline data. The NOVIMOVE 21-members consortium combines logistics operators, ports, system-developers and research organisations from 4 EU member states and two associate countries. The work plan contains 4 technical Work Packages. The project duration is four years; the requested funding is 8,9 MIO.

Abstract

The University of Antwerp (Department of Transport and Regional Economics) and BNP Paribas Fortis have teamed to set up a Chair in transport, logistics and ports. Through the Chair, the University and the bank want to be able to react quickly and efficiently to new developments in the sea and logistics world. That world is constantly changing, and that is also true for the port and logistics sector. Large, new powers like India and Brazil will influence the transport sector. This Chair will respond to such issues, as well as to new trends in the field of logistics. There are also issues to act on at the micro level. For instance, once e-commerce gains strong ground, it will have consequences for the transport sector, the type of commodity flows, and the route that they follow. In the frame of this Chair, conferences and seminars will be organized to tackle these issues.

Abstract

NOVIMAR aims to adjust inland/short-sea shipping such that it can make optimal use of the waterborne system of waterways, vessels and ports/terminals. To achieve this NOVIMAR introduces the waterborne version of 'platooning', the Vessel Train. This is in essence a number of unmanned Follower Ships with own sailing/manoeuvring capabilities being temporarily led by a manned Leader Ship. Vessels will be able to join and leave such trains at places adjacent to their points of origin and destination at seaside or inland. Envisaged main benefits and impacts are: reduction of crew costs result in up to 47% total cost reduction for IWT and up to 88% crew cost reduction for short sea transport, enhanced logistic flexibility, 10-15% less energy use/emissions, solutions for overcoming barriers betrween transport modes and high potential for reducing road congestion and associated costs.

Abstract

The market shares, profits and net benefits of ports competing for the same fore- and hinterland can be significantly influenced by the decision when and how much to invest in additional capacity. The ultimate goal of this research is to evaluate and optimize investment and pricing decisions in ports under uncertainty resulting from economic, financial, environmental and technological variations. Port infrastructure projects are characterized as large-scaled, complex, irreversible and encompassing long lead times. Especially because demand is highly uncertain and cyclic and because ports are involved in an intertwined maritime supply chain inducing extra uncertainty, mismatching capacity can result in periods of overcapacity at high cost or scarcity resulting in waiting times. This influences the welfare of intertwined maritime actors. Private and social net benefits of port infrastructure projects are traditionally valuated using net present value analysis. Real options were introduced in literature as an alternative valuation method, allowing specifically for irreversibility and uncertainty. Inclusion of such a specific model with multiple actors in the cost benefit analysis allows going one step further and create a new, well-elaborated methodology to calculate and maximize benefits created in ports. This independent and fundamental research is required to calculate compensational transfers between the involved actors.

HERMES project will provide development and analysis of new mobility schemes and associated organisational patterns at the interface and interconnection between long distance transport networks and local/regional transport networks. Although these are conceptually simple operations, requiring only some real-time telecommunication, there are organizational and contractual difficulties in its realisation. The first part should concentrate on identification of the key requirements of the travellers, the corresponding services and necessary underlying company agreements to provide them, followed by a business plan for the operation. The second part of the project would have demonstrations in the selected corridors for a period of at least 6 months of field experience.

MOSES' main goal is to develop a blue print establishing the detailed criteria and conditions for developing an innovative European network of Motorways of the Sea (MoS) as part of the Trans-European Transport Network (TEN-T). Today short sea shipping and intermodal transport have a market share of European transport of 43% and 9% respectively. There is still ample spare capacity for these more environment-friendly transport modes and the issue is how to increase their market share significantly so that the objectives of the Commissions reviewed Transport White Paper can be reached.

Specifically, among the features treated, there's safety, reliability, flexibility, punctuality, information and risk for damage. The proposed research paper aims at distinguishing and testing the importance of (alternative kinds and measures of) uncertainty on firms' fixed investment decisions for the Belgian economy, by applying the recent theories of investment under uncertainty and the real option approach (such as summarized e.g. in Dixit & Pindycki (1994) using a micro-economic panel data approach. As such, this research extends recent former research along these very lines executed by (members of) the proposed research team that focused on an aggregate macro-economic approach for 14 European countries, including Belgium, to firm-level analysis for the Belgian case.

The overall objective of the proposed study 'Benchmarking of Benchmarking' (BOB) is to asses how performance measures and benchmarking can support the development and implementation of the various elements of a European sustainable transport policy. This objective is linked to the problem description, stating that there is a growing need to improve the quality, efficiency, safety and sustainability of the European transport system. //..The subjects of benchmarking will be new and relevant for European transport policy. This research proposal aims to split the influence onthe individual EU-country unemployment and employment in three effects, I.e. a 'convergence effect' due to the measures to satisfy the Maastricht convergence criteria, an 'EMU-effect' owing the introduction of a monetary union and the EURO single currency (in 1999) and a 'residual effect' originating from a number of other factors such as labour market institutions (degree of centralisation of wage bargaining, degree of unionisation, employment protection legislation, unemployment benefits), real interest rates, the terms of trade and the innovation capacity. A variable parameter labour model for various EU-countries will be used.

Abstract

Goods traffic continues to play a key role in the debate on durable development. This is mainly due to the growing awareness of a number of negative effects which result from goods traffic: environmental effects, safety effects and effects on the livability of cities. The government can and must act . However, in order to act , it needs a coherent set of instruments. This project attemps to provide the basic materials for such a set of instruments.

Abstract

However, in order to act, it need a coherent set of instruments. This research focuses on the impact of goods traffic and attempts to provide the basic materials for such set of instruments.//..The research project consists of two parts. The first part deals with the identification and quantification of the external effects of goods traffic with respect to mobility and safety. Stageone concerns the description, analysis and prognosis of goods traffic in Belgium with respect to the European network. In a second stage, the external effects generated by goods traffic will be accurately identified from both an economic and an environmental perspective. In phase three the external effects wil be quantified. //..Once the external effects are identified and quantified, the question arises whether their costs can be internalised, especially since it concerns negative effects (cf. part two of this resaerch project).

The purpose of this task is to ensure the further use, the exploitation as well the further development of the multi modal traffic and transport models (transport of persons and goods) for the province Antwerp and the district Sint-Niklaas. By order of EUROSTAT each member state of the European Union had to survey a number of selected transport companies. Purpose of the survey was to get a total overview of the transport sector in Belgium and to give an idea of the competitive position of each company. A description of crucial variables like investments, turnover, employement, maintenance, kilometres performed, ... is given.

Starting from a conceptual frame to be developed newly, which comprises an operationalizing of competitivity in terms of parameters which are relevant for the general competitive position of marine harbours and harbour companies, the following elements are investigated: 1. the organisational conditions for an efficient harbour management, 2. the measurement of harbour competitivity, 3. the service harbour activity, 4. the industrial and regional function of a harbour, 5. pricing of harbour services, 6. juridical structures, and 7. formulation and implementation of strategies for marine harbours.

More and more investments are considered to be irreversable decisions. This makes them comparable to options. Using options theory it is possible to show the importance of uncertainty on the volume of investments in a country. The influence of uncertainty is often more important than the influence of the interest rate. These findings are empirically verified for Europe and more specifically for Belgium.

The central goal of this study could be defined as follows: to propose a set of indicators which can be used to compare the regional availability of port infrastructures (in relation to need) and to compare the availability of infrastructure and equipment in individual ports, the performance of these infrastructures and the efforts made to improve the infrastructure available.

Abstract

It is the purpose to build an econometric model which clarifies the structure of the health services and their link to the national economy. Specifically, attention is paid to the modelling of the demand for several types of health care, the price determination, employment in this sector and their interactions. The expenditures of the National Health Insurances are endogenized within the HERMES-model of the Belgian economy. Finally, these expenditures are linked to employment of the main types of health care personnel.

We use input-output tables as a tool for determining to what extent the observed decrease in productivity growth may be assigned to divergent sectoral performances. As such, the technical progress that is incorporated in the intermediate intersectoral deliveries and in capital goods may be taken into account for the explanation of sectoral factor productivities.
